Moses has been up on the mountain where God spoke the Ten Commandments to him. Moses comes down from the mountain where the people are waiting and he tells them what God said.
18 And he gave to Moses, when he had finished speaking with him on Mount Sinai, the two tablets of the testimony, tablets of stone, written with the finger of God.
